Quezon City was selected as the pilot “service provider” local government unit since it is the biggest city in Metro Manila, with a land area that accounts for approximately a quarter of the National Capital Region’s land area. Data gathering was conducted in three biggest barangays -Brgy. Commonwealth, Brgy. Kaligayahan and Brgy. Tandang Sora. This pilot used another model for CPA wherein citizens approached were citizens or citizen groups who are direct beneficiaries of the program. They are those community groups living in Quezon City.


Audit Objectives:

  1. To validate compliance of Quezon City’s Solid Waste Management (SWM) Program with certain provisions of Republic Act No. 9003 =The Ecological Solid Waste Management Act of 2000# with the audit findings to flow into the regular financial/compliance audit;
  2. To determine the extent that a clean city has been achieved through the solid waste management efforts of Quezon City.

  1. Buklod-Kalinga
  2. Kapit-bisig Homeowners’ Association (Kapit-bisig)
  3. Pinag-isang Samahan ng mga Magulang (PINASAMA)

Partners from Civil Society Organizations (CSOs) participated in developing the survey tool, administering the surveys as enumerators, audit planning, audit execution and reporting.
