This pilot audit used formal mechanisms for citizen engagement. Civil society organization (CSO) representatives are designated as audit team members. CSOs are given capacity building training on different types of audit and how to conduct performance audit. CSOs designated as audit team members are given the opportunity to work closely with the COA audit team. They jointly identified audit objectives and drafted an audit plan.

Kaloocan, Malabon, Navotas (Valenzuela not included in the project’s phase 1)

 

Audit Objective:

To determine whether the project has attained its objective of mitigating flood damages by flood control and drainage improvement works in the KAMANAVA and thereby improve the living conditions and promote economic activities in the said areas.

The final output is an audit report  jointly crafted by COA and the designated CSO representatives. This  was the only audit model where a Memorandum of Agreement (MOA) was signed between COA, DPWH, and CSOs. This audit-in-brief is also crafted for a summarized version of the report.
